Can you have transparency without openness?

That may be a good question from reviewing this article in the Knoxville News Sentinel.  Shouldn’t the commission start in its own backyard, before it can hold the rest of state government accountable and keeping it transparent?  What a “watchdog” the commission is turning out to be.
